Abstract: In February 2011, the County of Delaware official launched its $700,000 Energy Smart DelCo Municipal Energy Efficiency Grant Program. The Grant Program, among other County energy initiatives, was funding through a $3.6-million Energy Efficiency and Conservation Block Grant (EECBG) direct allocation from the American Recovery and Reinvestment Act (ARRA) funds. The program was intestinally designed to motivate the 46 municipalities in Delaware County that did not receive a direct EECBG allocation to take fast action on energy efficiency projects – and thereby quickly reduce energy use, energy costs, and greenhouse gas (GHG) emissions resulting from municipal operations. When compared with other energy efficiency grant programs across the country, this program offered a high level of reimbursement. This report highlights some of the common municipal energy efficiency challenges and opportunities.
