Summary

The Chief Technology Officer (CTO) is responsible for managing the information technology and telecommunications infrastructure and records retention and storage for the County of Delaware. The CTO provides expert guidance and counsel on technology, strategic thinking and implementation, team leadership and development, project sponsorship, high-level organizational needs analysis, forecasting, continuous process improvement, implementation, internal and external negotiations, vendor and contract management, and budget administration.


Essential Duties

Under the general direction of the Executive Director and County Council, the CTO will:

Represent the department in meetings with vendors, elected/appointed officials, County department leaders, and other customers to plan and develop technology solutions and resolve escalated issues

Define and establish key metrics, performance indicators, and service level objectives to create standards and drive performance for your workgroups to provide continuous improvement of service delivery and data-driven decision-making

Develop and implement operating policies and procedures as well as short- and long-range plans for the IT, Telecommunications, and Records and Archives departments

Evaluate and measure results of IT processes and tools to enhance employee output and improve services

Develop and monitor the budget, analyze cost-effectiveness, and direct cost control activities

Assist staff in the achievement of performance standards while identifying opportunities for continuous improvement

Promote a culture of empowerment, accountability, and transparent communication within your team to secure buy-in. Lead the development and implementation of process and operational improvements

Develop and revise department plans to support modern, efficient, and flexible program delivery

Deliver innovative technology solutions and services to meet customer needs, with outstanding collaboration and communication skills

Analyze complex issues, formulate compelling recommendations, and communicate detailed information to diverse audiences (e.g., leadership team, technical staff, administrative staff, etc.)

Oversee all physical and network security of the Information Technology infrastructure

Perform all other duties, tasks, and special projects as assigned


Qualifications

Minimum of 10 years of progressive management experience in the following technology field:

Application Development

Application Support/Maintenance

Telecommunications

Quality Assurance

Systems and Business Analysis

Vendor and Contract Management

Knowledge of cyber security


Bachelor’s Degree or equivalent in a related field required. Master’s preferred

Ability to interface effectively with all levels of County management

Demonstratable experience in leading teams to success

Experience managing large budgets

Proven skills in leading and managing professional and technical staff within the context of managing multiple projects with multiple deadlines

Ability to maintain confidentiality

Hands-on commitment to getting the job done

Residence Requirement: The County of Delaware has a residency requirement for employees. Anyone applying for this job must reside in Delaware County or be willing to move to the County within six months of starting employment.
