Pennsylvania Housing Finance Agency (PHFA)
The Pennsylvania Housing Finance Agency works to provide affordable homeownership and rental apartment options for senior adults, low- and moderate-income families, and people with special housing needs. Through its carefully managed mortgage programs and investments in multifamily housing developments, PHFA also promotes economic development across the state.
The Homeowners Energy Efficiency Loan Program (HEELP) offers loans between $1,000 and $10,000 for specific energy efficiency repairs at a fixed-rate of one percent (1%) for ten years with no prepayment penalties.
Created during the recession of the 1980s, the Pennsylvania Housing Finance Agency’s Homeowners’ Emergency Mortgage Assistance Program provides financial assistance to families in danger of losing their homes. Designed as a repayable loan program, HEMAP provides mortgage assistance to homeowners who are delinquent on their mortgage payments through no fault of their own.
