Delaware County Emergency Services (DES) is seeking an experienced GIS Analyst to assist with GIS efforts within this department. The successful candidate will serve as an integral member of Emergency Services and will possess the ability to understand the functions and objectives of an emergency services organization and provide GIS resources to support the mission during daily and emergency operations within the confines of the limits of available GIS resources and equipment.
DES leverages heavily on geospatial technologies and is very interested in further developing its GIS capabilities to support 9-1-1 call delivery, emergency communications, emergency planning and response operations. DES works to mitigate, plan and prepare for emergencies; educate the public about preparedness; coordinate emergency response and recovery efforts; and develop tools and identify resources to support the overall preparedness of Delaware County. DES also welcomes the opportunity to implement new and emerging technologies to support the work of the office both day-to-day and during emergencies.
Take direction from the Emergency Services Information Systems Manager and work closely with DES personnel to identify and address the geographic information needs of the agency and work at an operational level to fulfill them;
Conduct all aspects of assigned GIS projects, generally involving spatial analysis as well as the design, maintenance, and production of geographic data and applications through an Esri ArcGIS environment;
Experience editing and maintaining spatial data, GIS feature classes, and maps in an enterprise GIS system;
Demonstrate and apply an understanding/knowledgebase of geospatial topics and best practices including projections, data management and version control, spatial analysis techniques, editing features, field data collection techniques, and 3D GIS tools;
Produce, utilize, and interpret cartographic and other geographic reference materials, such as maps and unrelated data, in support of 9-1-1 call delivery, emergency planning, preparedness, response, and recovery;
Fulfill geospatial analyses and mapping requests for internal and external clients;
Communicate effectively, both orally and in writing;
Establish and maintain effective working relationships with individuals and organizations across county government;
Maintain familiarity of the use, support, and maintenance of various technologies that are currently implemented in DES and the Emergency Operations Center (EOC) to support emergency management functions;
Assist with multiple projects, simultaneously, until their successful completion;
Assist with providing oversight to work study interns, consultants or contract personnel to ensure milestones and objectives are met;
Document all work tasked and completed in a shared digital project management application;
Maintain and adhere to policies, procedures, regulations and agreements regarding security of information;
Use strong organizational and problem-solving skills to work both independently and as part of a team;
Maintain and create data sets that adhere to local, state, and federal standards;
Perform related work as required.
The use of web-based GIS using ESRI ArcGIS Pro and related applications;
ArcGIS Desktop 10.x, ArcGIS Pro plus extensions (Network Analyst, Spatial Analyst, 3D Analyst), ArcGIS Pro, and Portal for ArcGIS;
Cartographic principles and practices;
Model Builder or Python scripting preferred.
The creation and sharing of presentation graphics and portable document formats;
Microsoft Office suite of products;
Computers and job-related software programs.
Completion of at least a bachelor’s degree in GIS, Geography, Computer Science, Information Technology, Management Information Systems, or a related field. Equivalent experience may be substituted for degree requirement.
Experience designing, maintaining, and producing Geospatial data; performing spatial analysis; and producing maps using an automated GIS including maintenance of the system database using GIS system software.
Previous work experience which demonstrates increasing responsibilities
Candidates must submit to a criminal history check performed by the Delaware County Criminal Investigation Division (CID).
Employees must maintain annual CJIS certification
Possession of valid proper class motor vehicle operator’s license issued by the Commonwealth of Pennsylvania within six (6) months of start date.
Successful completion of Federal Emergency Management Training (ICS 100, 200, 700, 800A, and 800B) within first month of appointment.
Department of Emergency Services (DES) staff members are required to serve periodically in an on-call capacity on field response teams. Responders may be required to work during non-business hours for extended periods of time in a field environment and during activations of Emergency Operations Center (EOC).
