Abstract: The Renaissance Program was started in 2002 by Delaware County Council to address the revitalization needs of developed communities in the County. The program includes five multi-jurisdictional Action Plans to address problems facing older communities resulting from rising social need and declining resources. This Plan presents the Action Plan for Renaissance Planning Area 1, which includes the municipalities of Trainer Borough, Marcus Hook Borough and Lower Chichester Township. Each of these municipalities are faced with a common set of challenges based upon their shared history, regional location and unique land use pattern, which includes residential neighborhoods and downtowns set amidst heavy industrial activities such as oil refineries and manufacturing plants. The key features of the Action Plan is a prioritized lists of implementable projects that work toward sustainable economic development. Identified projects include streetscape improvements, transit oriented development around the Marcus Hook train station, and the Marcus Hook Greenway.
