Reminder! Delaware County Accepting Opioid Settlement Grant Proposals Through October 31
Delaware County continues to accept Requests for Grant Proposals (RFPs) for programs to be funded through the County’s 2025 Opioid Settlement Fund Distribution. Organizations interested in applying can find eligibility details, submission instructions, and RFP documents at DelcoPA.Gov/Opioid-Settlement.
Proposals must be submitted by Friday, October 31, 2025, and are open to healthcare providers, non-profits, vendors, educational institutions, and other organizations dedicated to addressing the opioid epidemic. This funding allows both new applicants and current recipients of opioid settlement funds to continue or expand programs that combat addiction, support recovery, and strengthen families across Delaware County.
This year’s grant cycle is part of Delaware County’s long-term plan supported by the 2022 national $26 billion opioid settlement with Johnson & Johnson, AmerisourceBergen, Cardinal Health, and McKesson. As part of the original 18-year agreement, the County will receive a total of $63 million in annual payments for opioid-related initiatives.
In December 2025, Delaware County is expected to receive $7.1 million, including $4.1 million from Wave 1 settlements (Distributors/Johnson & Johnson) and $2.9 million from Wave 2 settlements (Teva, CVS, Walgreens, and others).
Key Initiatives for 2025 Funding
Delaware County Council has identified three primary initiatives for the 2025 settlement funds:
- Continuity of Care: Ensuring individuals maintain connections between levels of care and receive ongoing support, especially those who may leave treatment before completion. [RFP Details]
- Scholarships for Persons in Certified Recovery Programs: Providing financial assistance to individuals enrolled in certified recovery for training, application fees, testing and recertification. [RFP Details]
- Support for Families: Support for Families. Assisting grandparents and other caregivers raising children as a result of the opioid epidemic. [RFP Details]
About the Opioid Settlement Fund
The County’s opioid settlement funds are used in strict adherence to “Exhibit E,” which governs how the funds can be spent. Approved uses include:
- Expanding access to Naloxone and Medication-Assisted Treatment (MAT)
- Treatment and screening for pregnant and postpartum women and infants born with Neonatal Abstinence Syndrome
- Warm hand-off programs connecting patients to care after overdoses
- Treatment and support for incarcerated individuals
- Prevention and education programs
- Syringe service programs, harm reduction, and data collection/research
- Wrap-around services that enhance access to care and promote recovery
Funds must be spent within 18 months of receipt and tracked using cash-basis accounting.
Looking Back: Progress Since 2022
Since first receiving opioid settlement funds in 2022, Delaware County has awarded grants to more than 40 programs — including community-based nonprofits, treatment providers, and County departments — supporting prevention, harm reduction, recovery, housing, transportation, and education. These strategic investments have expanded treatment access, improved coordination among local providers, and strengthened pathways to recovery for residents across the County.
