FY2026 Executive Director's Proposed Budget
For the first time, Delaware County has posted online the Executive Director’s proposed budget for the coming fiscal year 2026. This draft document is given to members of County Council to assist in developing their proposed budget, to be introduced December 3rd. The Executive Director’s draft budget would continue historic capital investments in critical infrastructure while fixing Delaware County’s structural deficit and incorporating important cost containment measures already in progress.
The Executive Director’s 2026 proposed budget includes a property tax rate of 4.609 mills, representing a 19% revenue enhancement over current rates—an average of $185 per year for homeowners in Delaware County. This allows the County to continue to provide essential mandated services while positioning it to limit future increases in revenue enhancement.

Budget Task Force
Delaware County is excited to announce the formation of a Budget Task Force to increase resident engagement in the County’s budget process. This initiative will bring together County employees and residents to develop recommendations and strategies that help guide County Council in managing Delaware County’s finances.
Task Force members will meet regularly to review budget information, research opportunities, and identify best practices. Their work will culminate in a document of recommendations to County Council by August. Immediate actionable ideas will be shared with Council as they arise.

The Department of Budget Management under the direction of the Executive Director, is responsible for the execution of the annual operating and capital budgets as approved by County Council, including regular reports of findings and recommendations aimed at optimum spending levels.
The department evaluates all budget requests from department directors in terms of overall county policy and budget direction as may be set by County Council. Once a proposed budget is prepared, it is presented to the Executive Director who reviews it before submitting it to County Council in November for preliminary acceptance.
Before final passage in December, County Council further reviews the budget and holds public hearings before the document is approved and put into effect.
All personnel actions require certification from the Budget Management Department that funds are available within the budgets of the respective departments.
