Delaware County Proposed 2027 Budget
On November 6, 2026, Delaware County Executive Director Barbara O’Malley released her office’s proposed 2027 budget for Delaware County, which includes critical investments in County services while proposing no changes to the property tax rate.
The proposed budget is structurally balanced and does not rely on general fund or American Rescue Plan Act funding to support operating costs. Throughout the budget process, Delaware County identified cost savings through a temporary hiring freeze, changes to the employee health benefit plan, consolidating contracts, and evaluating external services or bringing services in-house to reduce costs.
The proposed 2027 budget does not anticipate any capital borrowing and remains in line with the County’s Facilities Condition and Needs Assessment.
The budget will be officially presented by Executive Director O’Malley at the Delaware County Council meeting on Wednesday, December 2nd, where Council members will consider the proposal and share their thoughts. At the Delaware County Council meeting the following week on Wednesday, December 9, Executive Director O’Malley will present the budget a second time. At this meeting, Council will vote on whether to adopt the budget.
Feedback
Residents are invited to attend Public Budget Hearings at 2 PM or 6 PM on Thursday, December 3, where they can give their feedback on the budget. In addition to attending the hearings to provide in-person feedback, residents are encouraged to submit feedback via email to DelcoComms@co.delaware.pa.us.

The Department of Budget Management under the direction of the Executive Director, is responsible for the execution of the annual operating and capital budgets as approved by County Council, including regular reports of findings and recommendations aimed at optimum spending levels.
The department evaluates all budget requests from department directors in terms of overall county policy and budget direction as may be set by County Council. Once a proposed budget is prepared, it is presented to the Executive Director who reviews it before submitting it to County Council in November for preliminary acceptance.
Before final passage in December, County Council further reviews the budget and holds public hearings before the document is approved and put into effect.
All personnel actions require certification from the Budget Management Department that funds are available within the budgets of the respective departments.
