Summary
The Public Health Nurse Manager (Communicable Disease TB/STI) supervises professional nursing staff and paraprofessional employees who provide public health nursing services; plans, develops, manages and implements public health nursing programs for communities, families and individuals; and performs related work as required.
Essential Duties
- Supervise assigned Public Health Nurses and Medical Assistants, including recruiting, hiring, training and managing assigned staff members.
- Schedule, coordinate and monitor assigned clinic/public health programs by evaluating compliance with regulations, procedures and protocols, staff efficiency and client utilization to ensure that operational and department goals and objectives are met.
- In partnership with Administrator, develop, implement, evaluate and modify public health programs (including policies, procedures and protocols) by collecting, analyzing and interpreting program data including statistical, narrative and anecdotal reports.
- Develop and oversee documentation of all drugs and vaccines administered by department clinical staff as well as the results.
- Oversee compliance with testing and universal precautions protocols.
- Coordinate and oversee health education for TB patients and HIV/STD clients.
- Oversee accurate documentation of each interaction/visit with clients or of the inability to complete a home, clinic, or phone visit.
- Investigate complaints from clients regarding service received, determining the facts and circumstances of the complaint, and taking appropriate action to achieve a satisfactory resolution of the problem.
- Maintains confidentiality of all client records in accordance with Act 148 and other relevant documented Department policies.
- Develops and maintains a resource file to include Standing Operation Procedure for DCHD’s Tuberculosis Program.
- Investigate animal bites to humans in the county.
- Oversee the provision of health education and materials at the request of county residents or clients and provide on-site education to health and health-related groups. Explains general procedures, regulations, standards, and program objectives to local health care personnel, government officials, private citizens, and other community partners to promote STD and HIV prevention and awareness and tuberculosis testing and treatment.
- Perform other duties, tasks, and special projects, as required.
- Answer after-hours call according to protocol.
Qualifications
- Bachelor’s degree required (BSN), Master’s degree preferred from an accredited college or university in Nursing (MSN)
Licensed as a Registered Nurse (RN), issued by the Pennsylvania State Board of Nursing - Current CPR / First Aid certification
- Strong verbal and written communication skills
- Ability to prepare and maintain good nursing records and reports
- Knowledge of infectious diseases including STDs and their treatment
- Excellent organizational skills
- Customer service experience
- Valid driver’s license and ability to pass a background check
- Ability to interact appropriately and effectively with a wide range of persons
- Ability to maintain and handle confidential information
- Ability to follow protocol, procedures, and established guidelines
- Ability to be flexible and adapt to changing circumstances and needs
- A strong work ethic and ability to manage a demanding and changing workload
- Strong relationship-building skills
*The selected candidate will be required to obtain, at their own expense, 3 forms of clearance, including PA State Police Criminal History Record Check; PA Child Abuse History; and FBI Criminal History Background Check including finger printing prior to employment.
**Delaware County requires all DCHD employees be up to date for their COVID-19 vaccination. Proof of vaccination must be submitted before a candidate’s start date if hired.
