Summary

The County Facilities Management Department is responsible for the operation, maintenance and repair of all County properties and select leased properties.  The Housekeeping Supervisor plans, prioritizes, coordinates, and supervises all custodial tasks to ensure a high standard of cleanliness, safety, and hygiene at County facilities.  

The Housekeeping Supervisor has direct responsibility for custodial services at the Government Center Complex in Media, PA and is responsible for the selection, oversight and management of external vendors performing housekeeping services for departments located in buildings throughout the County of Delaware (owned or leased).  Reporting to the Director of Facilities, the Housekeeping Supervisor is a critical member of the management team within the County Facilities Maintenance Department. 

Essential Duties

  • Manage all aspects of the housekeeping staff including work assignments, work schedules and work performed at all County buildings.
  • Supervises an in-house team of custodians assigned to the Government Center Complex on a daily basis. 
  • Assign work to external vendors and ensures it is completed correctly, on time, and compliant with the contract specifications. 
  • Ensure all team members adhere to health, sanitation, and safety regulations.
  • Create staff rosters, assign daily tasks, and arrange coverage for absences to ensure smooth operations.
  • Train, mentor, and motivate new and existing staff on cleaning techniques, safety procedures, and equipment use.
  • Maintain inventory of cleaning supplies and equipment, including restocking and ordering new supplies.
  • Conduct safety inspections as required. 
  • Promptly address employee requests and complaints, providing professional customer service.
  • Respond to emergency situations or after-hours calls. 
  • Provide oversight and management of the housekeeping budget. 
  • Use of the County of Delaware’s work order system. Review and assign work orders for special projects which could include carpet cleaning, window cleaning, setting up tables and chairs for events, and pest control services. 
  • Lead coordination with the County’s Department of Human Resources to interview and hire new employees. 
  • Address employee conflicts and substandard work, document and resolve issues at the time of the occurrence.
  • Complete Worker’s Compensation paperwork and procedures when a work-related injury occurs.
  • Represent the County in relationships with vendors.
  • Prepare administrative reports on housekeeping activities and provides updates to the Director of Facilities as required.
  • Participate in special cleaning projects, as required. 
  • Perform other duties, tasks and special projects, as needed.

Qualifications

  • High school diploma or equivalent.  Some college or trade school preferred. 
  • Previous experience in housekeeping or hospitality, with at least 3 years prior supervisory experience. 
  • Working knowledge of cleaning chemicals, equipment, and sanitation standards.
  • Responsible for ensuring that all chemicals are used according to the manufacturer’s recommendations.
  • Ability to develop and evaluate schedules. 
  • Ability to attend training sessions, as required.
  • Ability to identify issues and decide on the required corrective actions.
  • Ability to work independently as well as in a team environment, prioritize work, manage multiple tasks, meet deadlines, and quickly adjust or change course as needed.
  • Experience supervising employees represented by a collective bargaining agreement. 
  • Excellent interpersonal skills, communication skills, flexibility, and attention to detail.
  • Demonstrated ability to work with culturally diverse people and individuals of all abilities. 
  • Demonstrated ability to organize complex projects, meet critical deadlines and assume primary responsibility for completion of assignments.
  • Ability to stoop, bend, and lift up to 50 lbs.

  • Strong customer service experience.
  • A valid driver’s license is required.
  • Ability to travel throughout the County as required.

Preferred Skills, Knowledge & Experience

  • Demonstrated knowledge of the practices, methods, techniques, tools, materials and equipment, which are essential to housekeeping activities.
  • Demonstrated knowledge of proper cleaning procedures.
  • Demonstrated knowledge of cleaning solvents and equipment.
  • Demonstrated knowledge of the occupational hazards and safety precautions of housekeeping activities.
  • Ability to follow office protocols.
  • Ability to handle and resolve recurring problems.
  • Ability to remain focused on daily operations.
  • Familiarity with Delaware County is a plus.

Computer Skills

To perform this job successfully, an individual should have:

  • Proficiency with Microsoft Office applications.
  • Advanced internet skills for research purposes.
  • Familiarity with computerized maintenance management systems. 
     

Physical Demands

While performing the duties of this position, the employee is frequently required to stand, walk, sit, drive to and from locations, and talk or hear. Occasionally, there is a need to reach above shoulders; kneel, stoop, crouch or squat; climb stairs; climb ladders; and work with an uncommon level of noise. This position also requires a keen sense of hearing and a strong sense of smell.

Work Environment

  • The noise level in the work environment is usually moderate.
  • Work is performed primarily inside in both office and mechanical/utility areas.
  • Some outside observation of conditions or work in progress may be necessary.
