Delaware County Continuum of Care Announces Application Period for HUD Funding

MEDIA, PA — The U.S. Department of Housing and Urban Development (HUD) has released the FY26 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO). More information about the CoC Grant Program, the FY2026 NOFO, and related HUD application materials are available for download here: https://www.hud.gov/hud-partners/community-coc.

The CoC Program is a community-wide initiative dedicated to ending homelessness. It provides vital funding to local nonprofits, government entities, and housing organizations to quickly re-house homeless individuals and families, provide wraparound support services, and promote long-term self-sufficiency.

To be eligible for funding under the FY 2026 Continuum of Care and Youth Homelessness Demonstration Program Grants NOFO, project applicants must meet all statutory and regulatory requirements in the McKinney-Vento Homeless Assistance Act, (42 U.S.C. 11381– 11389) (the Act) and the CoC Program Rule found in 24 CFR part 578 (the Rule). Eligible project applicants include nonprofit organizations, states, local governments, instrumentalities of state and local governments, Indian Tribes and TDHE [as defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996 (25 U.S.C. 4103) (TDHEs)]. Public housing agencies, as such term is defined in 24 CFR 5.100, are eligible without limitation or exclusion. A faith-based organization may apply on the same basis as any other organization, subject to the requirements in 24 CFR 5.109, and receive the full protections for religion in Federal law, including the Free Speech and Free Exercise Clauses of the Constitution, the Religious Freedom Restoration Act (42 U.S.C. § 2000bb-1), Title VII of the Civil Rights Act (42 U.S.C. §§ 2000e-1(a), 2000e-2(e), and the Americans with Disabilities Act (42 U.S.C. § 12113(d)). For-profit entities and individuals are not eligible to apply for grants or to be subrecipients of grant funds.

Organizations interested in applying for new projects to help end homelessness in Delaware County are encouraged to read the NOFO in its entirety and attend the PA-502 CoC FY2026 HUD Local Grant Competition New Project Info Session on June 25, 2026, at 1:00 PM. Registration is required. Upon registration, a Zoom meeting link will be provided.
