The Department of Human Services was established in 1978 under the Home Rule Charter as an umbrella organization responsible for the delivery of coordinated human services and for establishing an administrative structure encompassing services to children, youth, adults, and families with special needs.
Delaware County Human Services is committed to addressing the social service needs of County residents in an inclusive and equitable manner with a holistic, trauma informed, culturally competent, fiscally responsible approach, designed to meet the statutory mandates of the respective program offices.
