Description of Work

This position focuses on managing financial tasks that support the Drug and Alcohol Division within the Department of Human Services. The role helps keep budgets, reports, and payments accurate so programs stay on track.  As a County Fiscal Officer 1, you will perform the following duties:

  • Report Preparation: Prepare monthly, quarterly, and annual financial reports for federal, state, and county agencies
  • Invoice Review: Review provider and administrative invoices to ensure they follow contracts and county regulations
  • Account Coding: Complete and code invoices to assign them to correct accounts and confirm funding availability
  • Spending Analysis: Analyze spending levels to identify over or under use and make adjustments or recommend contract changes
  • Budget Development: Develop initial budget documents based on allocations, reimbursements, revenues, and projected expenses

Minimum Experience and Training Requirements

  • Two years as a Fiscal Technician and six college credits in accounting; or
  • Five years of bookkeeping experience and six college credits in accounting; or
  • Three years of accounting and/or budgetary experience and a business related associate's degree that includes six college credits in accounting; or
  • One year of accounting and/or budgetary experience and a business-related bachelor's degree that includes six college credits in accounting; or
  • An equivalent combination of experience and training that includes or is supplemented by six college credits in accounting.

Legal Requirements

  • You must pass a background investigation.
  • This position falls under the provisions of the Child Protective Services Law.
  • Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports, including, but not limited to, PA State Police, Child Abuse history clearance, and FBI clearance.
