How to Submit a Bid on PennBid
Once you’re registered on PennBid, you’ll use the system to submit bids for formal projects, including those advertised by Delaware County.
Submitting a bid on PennBid follows a clear sequence, but it’s important to review each section carefully before finalizing your submission.
Step 1: Open the Project and Review Details
After logging in, vendors start on the Open Public Opportunities page and select a project to view. The project details page includes:
- Important dates and deadlines
- Supporting documents
- A list of required forms and uploads
Before starting your submission, it’s a good idea to download and review all documents so you understand what’s required.
Step 2: Prepare Your Submission
When you’re ready, select Prepare Your Submission to begin. PennBid will guide you through the required sections, which may include:
- Basic submission information
- Required document uploads (such as bid bonds or supporting forms)
- Pricing tables or questionnaires
Some fields require typed responses, while others require uploading files. Required items are clearly marked.
Step 3: Complete Required Forms and Pricing
Many bids include downloadable forms, such as pricing sheets or bidder acknowledgements. These are often Excel files that must be:
- Downloaded from PennBid
- Completed exactly as instructed
- Uploaded back to the system using the original file name
As you complete pricing or questionnaire fields, PennBid uses color indicators to show whether entries are complete.
Step 4: Review and Submit
Before submitting, you should:
- Double-check that all required fields are complete
- Confirm that all required documents are uploaded
- Review deadlines carefully
When ready, vendors agree to PennBid’s terms and select Submit & Finalize My Submission. Once a bid is finalized, it cannot be changed after the deadline.
Step 5: Making Changes Before the Deadline
If changes are needed before the submission deadline, PennBid allows you to un-submit and revise your bid. All changes must be completed and resubmitted before the project closes.
