About Act 29
Pennsylvania Act 29 of 2026 created the County Property Contact Information List law, 68 Pa.C.S. § 2501, et seq. The law requires each county’s Chief Assessor to establish and maintain contact information for properties located within the county.
The purpose of the law is to help municipalities contact the appropriate owner or responsible person about property maintenance, upkeep, and municipal code violations.
The law takes effect on September 18, 2026.
Act 29 Property Contact Submission Form
Who Must Submit Contact Information?
The law generally applies to residential and commercial properties that are not owned and occupied by an individual as that individual’s principal residence and domicile.
Covered properties may include:
- Rental properties
- Investment properties
- Commercial properties
- Properties owned by a corporation, partnership, trust, estate, foundation, association, or other business.
- Properties owned by a limited liability company; and
- Other properties that are not an individual owner’s principal residence and domicile.
A property that is owned and occupied by an individual as that individual’s principal residence and domicile is exempt from the requirements of Act 29.
Submit or Update Property Contact Information
Use the Property Contact Information Submission Form to:
- Submit information for a newly purchased property.
- Submit information for an existing covered property; or
- Update previously submitted contact information.
You will need the property’s 11-digit parcel number. The parcel number appears on the property tax bill and may also be found by searching for the property address on the county’s public access page. Delaware Pennsylvania
When Must Information Be Submitted?
An owner must submit the required contact information to the Delaware County Board of Assessment within 30 days of purchasing a property covered by the law.
If any required contact information later changes, the owner or the owner’s representative must provide updated information within 30 days.
If a property owner is cited for violating a municipal ordinance or code, the municipality must collect the required contact information and provide it to the Board of Assessment.
What Information Is Required?
The information required depends on how the property is owned.
Properties Owned by an Individual
An individual owner must provide:
- The owner’s name.
- Residential address.
- Telephone number; and
- Email address.
Properties Owned by a Business
A business owner must provide:
- The business name.
- Business address.
- Business telephone number.
- The email address of one owner or employee; and
- The name, address, telephone number, and email address of an individual, representative, or employee who has the authority and ability to repair, maintain, or otherwise address a problem or municipal code violation at the property.
Properties Owned by a Limited Liability Company
A limited liability company must provide:
- The company name.
- Company address.
- Company telephone number.
- The email address of one member or manager with an ownership interest or right in the company; and
- The name, address, telephone number, and email address of an individual, representative, or employee who has the authority and ability to repair, maintain, or otherwise address a problem or municipal code violation at the property.
Penalties for False or Outdated Information
The law includes a fine of up to $500 against a property owner or the owner’s representative who:
- Intentionally or knowingly provides false or incorrect contact information; or
- Intentionally or knowingly fails to update required contact information.
Privacy and Confidentiality
Property contact information collected under Act 29 is not intended to serve as a general public property record. The Delaware County Board of Assessment will safeguard submitted information and limit access in accordance with the law.
Information may be provided to a municipality only when the municipality:
- Requests for information for a specific property;
- Demonstrates a “reasonable need and use” for the information; and
- Affirms that the information will not be used for commercial purposes or for any purpose other than the purpose stated in the request.
A “reasonable need and use” includes communicating with a property owner about property maintenance and upkeep.
Pennsylvania Address Confidentiality Program
A participant in Pennsylvania’s Address Confidentiality Program under 23 Pa.C.S. § 6703 cannot be required to provide an actual address or have that address disclosed under Act 29.
If you participate in the Address Confidentiality Program, do not submit your actual address or any other information that could reveal your location through the online form. Contact the Delaware County Board of Assessment for assistance.
Information for Municipalities
Submitting Contact Information Collected by a Municipality
When a property owner is cited for a violation of a municipal ordinance or code, the municipality must collect the contact information required by Act 29 and provide it to the Delaware County Board of Assessment.
Municipalities may submit an individual property’s information through the Property Contact Information Submission Form.

Requesting Property Contact Information
A municipality may request contact information for a specific property by emailing (using an email address issued by the municipality):
The request should include:
- The municipality’s name.
- The requester’s name, title, and official contact information.
- The property address.
- The property’s 11-digit parcel number.
- A description of the municipality’s reasonable need and intended use for the information; and
- An affirmation that the information will not be used for commercial purposes or for any purpose other than the purpose stated in the request.
The Board of Assessment may provide the information only when the municipality demonstrates a reasonable need and use. This includes contacting the property owner to discuss property maintenance or upkeep.
Requests that do not identify a reasonable municipal need do not include the required affirmation, or seeking information for commercial or unrelated purposes cannot be fulfilled under Act 29.
