Abstract: The Little Flower Open Space Master Site Development Plan provides recommendations for phased development of a new county park that will contain a number of site amenities that will provide recreation opportunities that offer an excellent experience for park users while protecting the integrity of the site.

The plan also addresses security, maintenance, access, and connection to the Darby Creek Trail.

Darby Creek Stream Valley Park Master Plan

Abstract: The Darby Creek Stream Valley Park Master Plan provides a basis for establishing a multi-use greenway trail along a 5-mile stretch of Darby Creek, primarily on publicly owned or eased parkland and open space. The Plan identifies primary and alternate trail routes, parcels along the proposed routes, and property and construction issues where they exist. It also recommends options for management and maintenance.

Greenway Plan for the Darby Creek Watershed

Abstract: This Darby Creek Greenway Plan is an effort to provide a framework of hubs and spokes as a basis for establishing a greenway network. The purpose is to provide linkages between resources and people, creating a greenway for all people, promoting wellness, providing/utilizing alternative modes of transportation, and most importantly, directing focus on preservation and enhancement on the natural, cultural, and historic resources in the watershed.

Delaware County’s Open Space, Recreation, and Greenway Plan examines the open space policies and trends identified in Delaware County 2035.

The Open Space, Recreation, and Greenway Plan serves as a guide and resource for countywide, multi-municipal, and municipal open space planning efforts. It examines open space policies and trends identified in the Delaware County 2035 Land Use Framework Plan, and makes recommendations with regard to open space, recreation, and greenway needs and opportunities specific to the County.

To integrate all of the information, analysis, and goals of this plan into a manageable format, the Open Space, Recreation, and Greenway Plan was organized into volumes:

Volume I: Open Space and Recreation Plan

Volume I provides a complete review of municipal, county, state, and federal open space within Delaware County. It includes an inventory of existing open spaces and natural resources, analysis of open space and recreational needs and opportunities, and an overview of implementation methods for municipalities and the County to consider.

Volume II: Countywide Greenway Plan

Volume II is Delaware County’s first ever countywide greenway plan. It identifies a Primary Trail Network which connects recreational and cultural hubs via trails, as well as conservation greenways along stream corridors.

Volume III: County Parks and Recreation

Volume III specifically examines the Delaware County Parks and Recreation system, and includes long range site development drawings and accompanying narratives for several of the major County parks.

The Delaware County Housing Plan establishes a unified vision for the County’s housing needs.

The Housing Plan is a long-range strategy to provide for adequate housing solutions for all citizens in Delaware County. The plan identifies existing conditions, needs and opportunities, and recommendations related to the County’s housing stock. It outlines actions to be taken over the course of the next fifteen years that are in line with the broader goals of Delaware County 2035, the County’s comprehensive plan.

The Housing Plan was adopted by County Council after a public hearing held on October 21, 2020. See the links below for access to the Plan document and an interactive story map that highlights the key findings of the Plan.

The Delaware County Economic Development Plan establishes a place-based approach to economic development.

The Economic Development Plan outlines a long-range, placed-based strategy that builds upon the unique features of Delaware County. It identifies trends in industry, employment, and housing that affect the markets of the twenty-first century and connects them to an action plan tailored to the different types of places. The plan emphasizes the importance of maintaining the unique sense of place across the County as communities address the changing needs of a twenty-first-century economy.  It is a component of Delaware County 2035, the County’s comprehensive plan, and further details recommendations from Growing from Within: A Blueprint for Growth.

David Walker was appointed to the Delaware County Planning Commission in 2023.

David was born, raised and educated in the city of Chester and is a lifelong resident of Delaware County. He is a graduate of Chester High School. Having a background in product design, David has been employed as an Industrial Designer for the past 27 years working at the corporate level designing consumer products for retail and currently as an Industrial Designer of environmental monitoring equipment in the pharmaceutical industry. David earned his bachelor’s degree in Architecture (B. ARCH) from Drexel University. He currently resides in Chester.

Bill was appointed to the Delaware County Planning Commission in 2019 representing Region 3.

Bill has been a resident of Lansdowne, Delaware County for fifty two years; and is a graduate of Monsignor Bonner High School and St. Joseph’s University in Philadelphia, PA. Bill is proud father to a teen aged son, currently a high school senior.

Bill served on the Lansdowne Planning Commission for nineteen years (2001-2020) and was chairperson for ten years. His service on the Lansdowne Planning Commission included involvement on numerous projects, planning and zoning initiatives and multi-municipal comprehensive planning. One of the Lansdowne projects (Walgreen’s 2015/16) received The Bates Award from the Delaware County Planning Commission for use of an existing / historic structure. Other notable work included the Simpson Gardens II expansion project which doubled the size of the existing assisted living facility in center of the Lansdowne Borough. 

Bill’s community service to Lansdowne Borough also includes twelve years as a member of Borough Council, two years as Borough Auditor and two years as Borough Treasurer. He’s also served as a borough manager/treasurer for two other boroughs in the county.

Bill has over thirty years of accounting, corporate finance, auditing, and government experience. This includes prior tenures in public accounting and as a corporate and non-profit CFO/Controller. He currently serves as Lansdowne Tax Collector.

The Land Use Policy Framework for Delaware County 2035 establishes development policies and also serves as a template for future plans.

The Land Use Policy Framework establishes an overall vision for the future of the County through the year 2035 and sets policies for development, redevelopment, conservation, and economic initiatives. The County’s elected and appointed officials will use the plan to evaluate future proposals or policy changes to ensure that their decisions are consistent with shared Countywide goals. The component plans will use the same thematic framework and build off of the land use policies laid out in the Framework Plan.

The Framework Plan is a highly interactive document best viewed online. There are links throughout the document to outside resources or to appendices with more information. This allows for better flow and easier readability while still providing thorough and complete information.
